How can Americans still gamble online?
The laws surrounding online gambling in the United States are confusing indeed. This is due in large part to the fact that both federal and state laws determine which sorts of wagering over the Internet are permissible. Some states are more liberal than others so be sure to review the laws in your particular state.
On the federal level, the US Unlawful Internet Gambling Enforcement Act - or UIGEA - was passed by the United States Congress in September 2006 and signed into law by President George W. Bush on Friday, October 13, 2006. The law was slipped in with the Safe Port Act and prohibits American banks and credit card firms etc. from transferring funds from would-be online gamblers to online casinos, poker rooms and their like.
US players not residing in the United States and/or holding foreign bank accounts are more than free to play and wager over the Internet. In other words, if you're an American citizen residing in Italy and holding an Italian bank account, there's nothing to prevent you from placing bets online.
