In 1987 the United States Supreme Court ruled that, because Native American tribes were regarded as autonomous political entities, federally recognized Native American tribes could provide gambling services independent of state regulations.
In 1988 Congress passed the Indian Gaming Regulatory Act (IGRA), which outlined the ways in which Native American tribes could operate casinos and bingo halls. The initial thinking behind permitting Indian casinos to operate casinos was that these tribes would generate additional income for their communities as well as fund ongoing economic development within the reservations.
Over the years, many reservations have experienced significant improvements in their capacities to provide public services to their inhabitants. These include building hospitals, schools, improving infrastructures, as well as helping to preserve native customs.
